HHHS is managed by a team of professionals across each aspect of the organization and is governed by a volunteer Board of Directors who meet regularly throughout the year. All HHHS managers, staff, and Board members are guided by the Mission, Vision, and Values of the organization, as defined in the Strategic Plan.

Haliburton Highlands Health Services is seeking strategic, experienced, engaged, and talented members of our community to join us in pursuit of this vision by participating as a voluntary member of our Board of Directors or as a Community Representative on one of the Board's Standing Committees. Recruitment for Board Members has begun. Applications to be received by April 14, 2026.

Executive Committee 2026/2027
Diana McNiven, Board Chair
Diana is a resident of Dysart et al and has been a member of the Board since 2020. She brings knowledge and experience in the areas of HR & labour relations, strategic planning, board & governance, ethical decision making, and quality, safety & performance management.
Mark Bell, Vice Chair
Mark is a resident of Minden Hills and has been a member of the Board since 2023. He brings knowledge and experience in the areas of finance & accounting, business management, legal, risk management, and information technology.
Rev. Dr. Connie Phillipson, Chair Quality Committee
Connie is a resident of Dysart et al and Mulmur. She gained her knowledge and experience in board governance, strategic planning, administration, labour relations, policy development, corporate communications, and change management from working in provincial corrections and municipal policing. Her background also includes some experience in nursing and long-term care.
Michael Tambosso, Chair Finance, Resources & Audit Committee
Michael is a resident of Dysart et al and Newmarket, and joined the Board in 2024. He brings knowledge and experience in the areas of finance & accounting, legal, risk management, board & governance, and quality, safety & performance management.

Kurtis Bishop, Director
Kurtis is a resident of Dysart et al and has been a member of the Board since 2023. He brings knowledge and experience in the areas of finance & accounting, healthcare administration & policy, political acumen, information technology, and education.
Jennifer Dailloux, Director
Jennifer is a resident and the Deputy Mayor of Algonquin Highlands and has been on the Board since August, 2024. Before her political life in Haliburton, Jennifer spent several years overseas as a human rights advocate and program manager, working on such issues as access to maternal health care in conflict and post-conflict countries. She brings knowledge and experience in the areas of program management, strategic planning, human rights, and ethical decision making.
Dr. Sharon Kaasalainen, Director
Sharon is a seasonal resident of Minden Hills and has been on the Board since 2021. She brings knowledge and experience in the areas of healthcare administration & policy, clinical background, patient & healthcare advocacy, education, and quality, safety & performance management.
A.F. (Al) Aubry, Director
Al is a resident of Minden Hills and joined the Board in 2024. He brings knowledge and experience in the areas of finance & accounting, HR & labour relations, legal, information technology, and ethical decision making.
John Oliver, Director
John is a resident of Algonquin Highlands and Oakville. John has extensive knowledge and experience in the healthcare sector having participated in numerous health initiatives. He also has had significant experience in non-profit governance. He brings knowledge and experience in the areas of finance & accounting, health care administration, business management and board governance.
Dr. Clifford Ottaway, Director
Clifford is a resident of Dysart et al and joined the Board in 2024. He brings knowledge and experience in the areas of healthcare administration & policy, clinical background, patient & healthcare advocacy, ethical decision making, and quality, safety & performance management.
Mayor Warden Liz Danielsen, Director, County Counsellor
Liz is a resident and the Mayor of Algonquin Highlands and has been on the Board since January 2024. She brings knowledge and experience in the areas of political acumen, risk management, board & governance, and public affairs & communication.
Dale Patterson, Director
Dale is a resident of Dysart et al and Toronto with experience in a variety of sectors including project management, business development, government relations and communications. Dale has significant governance experience having participated in many boards including not-for-profit. Dale joined the Board in 2026.
Doris Stamml, Director
Doris is a resident of Dysart et al and Toronto, and is a recently retired, seasoned professional with extensive experience in legal, risk management, and business management. She has served on the board of many not-for-profit organizations. Doris was recently presented with the Canadian General Counsel Lifetime Achievement Award. Doris joined the Board in June of 2026.
Connie Wood, Director
Connie is a resident of Dysart et al and is a retired registered nurse with 4 decades of leadership and clinical experience across public health, acute care, community care, primary and long-term care. She is involved in many community initiatives promoting inclusion, wellness and engagement supporting seniors’ connection and well-being. After being a community representative for 2 years, Connie joined the Board in 2026.

Jack Hutchison, President & Chief Executive Officer & Board Secretary
In early 2026 Haliburton Highlands Health Services (HHHS) welcomed Jack Hutchison as our new President & CEO. Jack joins HHHS from his role as Senior Vice President & Chief Operating Officer with an integrated health authority serving six Indigenous communities along the western James Bay coast. In his previous position, he oversaw a broad executive portfolio including Corporate Services, People & Culture, and Information Management. He brings strong experience in capital redevelopment, technology advancement, and master planning, further strengthening HHHS’s focus on future growth and innovation.
Victoria Miscio, Vice President of Patient Care Services & Chief Nursing Executive
Victoria (Tori) Miscio re-joined the HHHS team in January 2024, serving as the Clinical Manager of Hospital Services. She accepted the Interim Vice President of Patient Care Services and Chief Nursing Executive role in September 2025 before moving into the role permanently in June. Tori brings a depth of experience and passion for patient and family-centred care. Her clinical roots in critical care, combined with progressive leadership roles in both acute and long-term care, have made her an invaluable member of the team. Her commitment to innovation, collaboration, and integrated care delivery continues to strengthen the organization and the services it provides. Tori is grateful to live, work, and play in Haliburton County.
Dr. Paul Faulkner, Chief of Staff
Dr. Paul Faulkner has focussed his clinical career in the area of Emergency Medicine.
He has worked in large urban hospitals as well as smaller, more rural locations over the last 30+ years. He has also been very involved with hospital leadership, having served as Emergency Dept Chief at multiple hospital sites over the years, as well as more senior positions including Chief of Staff, his current leadership position at HHHS.
Paul spent a year working as a physician on staff in a rural hospital in NSW, Australia several years ago. This amazing opportunity gave him his first "taste" of rural medical practice, an experience that shaped his future career.
Dr. Ana Costea, President of Medical Staff
Known for her strong leadership skills and collaborative spirit, Dr. Ana Costea joined Haliburton Highlands Health Services in 2020 after earning a Bachelor of Medical Sciences from the University of Western Ontario, graduating from Ross University Medical School in Dominica, and completing her Emergency Medicine residency at New York Medical College’s Metropolitan Hospital in New York City. She was welcomed to the position of President of Medical Staff of Haliburton Highlands Health Services in 2025.
