HHHS Announces Permanent VP of Patient Care Services & CNE

It is with great pleasure that we announce the appointment of Victoria (Tori) Miscio as the permanent Vice President (VP) of Patient Care Services & Chief Nursing Executive (CNE) at Haliburton Highlands Health Services (HHHS).
Since stepping into the interim role in September 2025, Tori has made an impact across our organization through her compassionate leadership, steady guidance, and unwavering commitment to person-centred care. During a time of significant activity and change, she has led with confidence and clarity through major organizational priorities and community challenges, including ice storm relief efforts, flood response initiatives, and Emergency Department renovations. Her leadership has helped strengthen teams, support patients and families, and continues to advance the future of healthcare delivery across the Highlands.
Since joining HHHS in January 2024, Tori has consistently demonstrated leadership grounded in our organizational values. With clinical roots in critical care and progressive leadership experience spanning both acute and long-term care, she has brought a thoughtful and collaborative approach to advancing quality care initiatives throughout the organization. Tori has played an instrumental role in initiatives including Emergency Department Pay for Results, the Alternate Level of Care action plan, and admission avoidance programming, while continuing to build strong partnerships across our communities to enhance the patient experience. Her commitment to innovation and integrated care delivery continues to strengthen our organization and the services we provide.
Since joining HHHS, I have seen how Tori excels in her role. She will continue to make both immediate and lasting impacts for our patients and community. I am excited for what the future holds as we continue building the future of healthcare in the Highlands together. Congratulations!
